News portal in Joomla/wordpress

We are looking for a Joomla/wordpress expert to make a news portal in Hindi. We also have a few templates, and in case you can edit them to suit our needs, that would be workable as well. When finished, it should be similar to [login to view URL] - you may goto the website, and see how the news is categorized, and also when you click on a news to read it, there are headlines in the left of that particular category, as well as the main headlines. (also need the comments part) One more thing, you need not worry about the hindi fonts or typing(for news/comments), we will take care about utf and other integration. All you need to do is to make a nice template (or edit an existing one), and integrate it with the website. You may treat it as an english project only. The budget is a bit low... and we need to do it quickly.
