Analyse and provide proposal on mlm script

We are an insurance company using a multi level / network marketing compensation plan to compensate our agents. If you do not know what multi level / network marketing is then this is the time to stop reading right here and move on to look at other projects. We have been in business for a number of years with a system written in php and we use a mysql database. We have a number of products to which clients can subscribe and they pay us using a number of methods, eg cash, monthly debit orders from bank accounts, etc. Most things on our system work very well and the details of members, their transactions, their downlines, etc are being saved correctly and we have no issues with these aspects of our business. When it comes to commission calculations this is where we have a few challenges on a monthly basis and we would like an advanced php/ mysql developer who has extensive knowledge of mlm/ network marketing systems / calculations to look at and advise us on how to correct and optimise things as far as the commission structure and calculations are concerned. We are working with a specific company for a number of years now and we have a very good relationship with the owner but it seems as if we need some fresh thinking and a senior developer who can actually devote the time to us for doing what needs to be done and get it finalised once and for all instead of us fixing recurring issues every month. We have no doubt that our current service provider company can fix these issues but due to time constraints and other commitments our current service provider company owner is prevented from giving these things the attention they should be getting which leads to lots of frustration on our side. Current issues lead to monthly commission calculation issues, errors which need fixing all the time, very time consuming scripts that can take up to 24 hours to execute, etc. We think that some of the issues may arise from how downlines are connected/ related to each other on the different levels on our system but we are not sure. We therefore and firstly just want someone to look at what we have, what we would like to achieve in monthly commission payments, why our comm script takes 24 hours to execute, how our system currently works and then provide a detailed proposal of what can be done to correct and improve things. As part of the end product/ process we would also like to be able to set our own fast start bonuses, sign up bonuses per product and per level, monthly product bonuses, production bonuses, status level achievement bonuses, etc but we can get to that later. These things are all coded for us currently and part of the commission script but we want to be able to set the levels and amounts ourselves from time to time as can be done using software such as [login to view URL] Once we agree and you are chosen for this project, your fee will be put in milestone but we will not hesitate to dispute releasing the fee to you if you do not deliver a detailed analyses and proposal showing that you studied and understood our commission scripts, that you applied your mind to what we should do and provided a detailed solution which includes flow diagrams, etc to us. In other words, we will pay you for your time in analysing our system and coming up with a proposal but we do not want someone who will just come along and provide a quick fix solution without even looking at things properly and then expect payment.
