Build me a website

I want a website build from scratch. I don't want a wordpress or similar. I need a space where to list some properties (a website like turistinfo .ro but an updated one with nice graphic). I need to have the Add property button and to be able to create users (with password) to provide to different people and they must be able to add description, pictures, prices etc.
