Building and programming a Telegram app based alert-bot system

Building a program capable of data scraping of a dynamic window of scrolling data and broadcasting it in as close to real time as possible to a group of people in a Telegram channel automatically. May need to be able to select certain data to be broadcast and other data to be ignored. Project will need upkeep and maintenance over time. Included are two screenshots, Example One shows the data that I need selected out, and Example Two shows the output I am looking for. Negotiable on price, but looking to pay a fixed price for the core project and then an hourly rate for ongoing maintenance.
