Code Review

I've been working for many years to develop an application that will help providers function in a medical office. It has failed for a variety of reasons but the last incarnation was the farthest I've come. Typically, once developers get into the project they are either unable or unwilling to continue. When I look for developers to continue the work they typically say the code is "junk" after they review it and/or say the previous developer "painted themselves in a corner" meaning the code was not documented well or it was not developed in a flexible manner such that work could continue on the existing code. Generally I thought this was an effort by the new developer to start over in an attempt to make more money but when several developers told me the same I realized that perhaps the code was indeed not worthy of building upon. I've created a specification document, videos, and design for this project and I have 3-4 developers in mind that are eager to do the project. They all have excellent reviews so hopefully they can succeed. But as terms for their engagement I've specified the following: 1) I will own the code at all phases of development; 2) I will not pay for a given functionality until I see that it actually works; 3) They must agree to have their code reviewed by an independent party. Given that this project has failed multiple times, I'm looking for a company or individual to review the code for this project once we get started. This way, I will be able to abort the project and seek another developer should the code be substandard. In short, this software will allow providers to document medical encounters and also perform the usual CMS functions (scheduling, task management, messaging, etc). It will likely have a MySQL backend and probably React.js on the front end and Laravel framework. But I'm also looking at Go and Node.js. I'm not interested in any .NET technology. My goal is for this web application to function as quickly as desktop software (or almost that fast). Thanks for your interest.
