I think i understand your problem and can come with a solution. From what I understand, you want to use your phone's data but without hotspot. The possibility of this depends completely on how your mobile data plan gives you an IP address. If you wanted to do it like this, I can help you design a system that can work for you (it will include a 3rd machine (VM) that acts as a middle-man between your phone and your desktop, so that you bypass your mobile data plan's problems).
