Create a cross promotion class for Android

I am looking to create a class where I will be able to cross promote my apps. Example: I just made a new app and I would like to promote it to my user base. The server connection will be a json file like this: {"image":"imageurl", "url":"url where user is redirected to" "id" :"id of the ad so the user who CLICKED will not see the ad again"} It should act like any other ads. Full screen image, with a top left close button. onClick on image it should open the url. onClick on close top left button it should dismiss the layout. the id inside the json file should act as sharedpreference stored into the device so the user who clicked the image will not see it again.
