Creation of a Poker hand replayer

I'm looking for a programmer PHP/MySQL based app (open to others programming languages if needed) to create a hand replayer ready to be integrated on a website.

Users can post hand histories from most of the poker software like Pokerstars, PartyPoker, Winamax etc.

Then the hand history will be converted, displayed in the replayer and stored in the database.

The user will then be given a URL genered to share it.

I would also like to allow the user to create a hand starting from nothing, so he should have the possibility of getting all the variables so the Replayer will display it like a normal URL generated hand (you will find on the document attached below how it should works).

I want to implement some features that you can find in the documents below.

Note this is a serious project for an incoming website so we are looking only for a skilled programmer able to monitors the project after delivering it.

If you have worked on similars projects before or you know the basics of poker it's obviously a plus.
