Custom web-based application system in PHP

Looking to work with a Web Application Developer to create a custom system solution, called "Reading Finder".

There will be:
1) Admin Portal
2) Front end site
In the Admin Portal:
The admin should be able to add Reading Lists in the admin portal. Each reading list will contain:
1) Title
2) Description
3) Reference
4) A list of KEYWORDS (comma separated)
In the front end site:
A user will be able to submit a TXT, PDF or DOCX file. The system will convert the TXT, PDF or DOCX file to plain text, and display the plain text on a web page.
The system will highlight the words from the text in the webpage that link to the KEYWORDS in the Reading Lists, and prompt the user to think about further reading in this area.

The system should work effectively. If one word in the text links to multiple Reading Lists, then the system should show a list of Reading Lists for that one word.
The system should be built in PHP and using MySQL database, with other languages such as jQuery, Java, HTML, CSS etc to complement the different features of the system.
