Help with vb.net mswsock.dll exception -- 2

I need a talented individual that CAN identify and fix the cause of this error happening on my VB.NET application. It happens mostly random but I narrow it to duplicate it about 90% of the time when updating an external MySQL record. (Sometimes the application works as intended). Please only bid if you KNOW how to tackle this task. It will be performed via TeamViewer so do not ask for source code. Do not waste my time and yours. Please see the attached screenshots.
