Messaging system(similar to trouble ticketing system)

I am looking to have a small ticketing system built.

The application should allow users and administrators(technicians, supervisors and swat team also) to interact trough a web interface via simple/customised messages. The application will not allow more responses like in the normal ticketing system and should allow only one message, similar to one originator(the customer) and one responder(the administrator/supervisor/swat/technician). The application will perform basic mathematical calculations.

Multiple level of access to the system will be defined as follows:

- Users

- Technicians

- Supervisors

- SWAT Team Members

- Administrator (just one)

Work scenarios are described bellow.

Users can:

- subscribe and create an account

- change/add/remove personal settings and values

- add funds to account via PAY PAL IPN (manual confirmation from Supervisor, SWAT or Admin) and BPAY (more options can be added later)

- place a ticket request via a web interface

- review history

- contact support for any issues

- add contacts into address book

- set delayed TICKET request

- validate own account.

Technicians can:

- validate TICKET request

- review TICKET history for users

- place a manual TICKET request.

- chat with Supervisors/SWAT/Admin (if allowed)

- engage panic button

- request coffee break

Supervisors can:

- validate TICKET request

- review TICKET history for users

- place a manual TICKET request.

- chat with Technician/SWAT/Admin

- engage panic button

- add funds manually to one account or reimburse

- have advanced statistics handy

- back-up database if authorised by the Administrator

- request coffee break

SWAT Team can:

- validate TICKET request

- review TICKET history for users

- place a manual TICKET request.

- chat with Technician/Supervisor/Admin

- request coffee break

- close a TICKET request

Administrator can:

- validate TICKET request

- review TICKET history for users

- place a manual TICKET request.

- chat with Technician/SWAT/Admin

- engage panic button

- add funds manually to one account or reimburse

- have advanced statistics handy

- back-up database if authorised by the Administrator

- validate accounts

- grab TICKET requests from other Technician/SWAT/Supervisor

- close a TICKET request

- create Tech/Supervisor/Swat accounts

- create initial price tables for each country

- add commission to multiple countries, to just one or to all of them.

- set free TICKET calls for each user or for all users

- send notifications to users or to a specific user

- setup gateways for TICKET out messages

- set working hours (THIS WEBSITE IS NOT FULLY AUTOMATED AND THEREFORE WORKING HOURS ARE A MUST)

- set distribution pattern for all TICKET requests.

- accept direct TICKET requests

Imaginary case study: The client (user) sees that this service is really going to help his business and signs up. Then the user has a few free TICKET requests and he decides to try the APPLICATION out. The user does not update the address book and yet and just enters a contact from the keyboard and places a TICKET request from the easy to use/simple APPLICATION. The requested is taken by the APPLICATION, verified (simple number check against a database, characters are correct check and some other simple checks) and placed into the queue of the logged in personnel (administrator/supervisor/swat) base on a simple calculation. The assigned personnel sees the TICKET request and process the TICKET request. The APPLICATION keeps track of the time consumed and the credit remaining and alerts the personnel if any of them are getting close to zero. Personnel will end the TICKET request if needed and record the time consumed. TICKET request is closed.

The APPLICATION uses 2 secure databases one for the session and one as main. Backup must be performed automatic at every 30 minutes by the APPLICATION. The APPLICATION is structure as a template based application and in a modular form to allow later updates. System files must be clearly described and notes must be placed in all files describing each variable and each function. A complete documentation will be provided at the end of the project with detailed description of functions.
