I need a basic android app with with 3 basic functionalities only

I need a basic android app with with 3 basic functionalities only : Posting on facebook ( images, text, videos and Links) Retweet SMS auto sending. In 1st functionality user can post on facebook from this app user can select an image from many in the app which is sent by admin and post on facebook with a single click. all the text messages sent by admin will shown as images (we can use text to image converter with in app or on server) and links will be shared on facebook using open graph API so it can show full image and title and description in structured manner. For videos again videos will be posted by admin and these will be downloaded on app automatically and than user will post them on facebook. In 2nd option admin embed a tweet and users will just click on retweet. In 3rd option SMS category message will be sent by admin with an character limit of 160 characters and when user click on that button it will automatically select 75 contacts randomly from users contact list and send that message to all 75 people on a single click from users phone number. Admin functionality : It is web only version and having two types of admins one is super admin who just create admins and define limit of users in that admin and admin will create only that much number of users and than admin have the messaging options as above ( facebook message, tweets, SMS) and on click of send button that particular message will sent to every user under him and than they can post that particular message. In this all the messages will be shown in different sections according to message type. There will be no registration option in app as well as web there will be only login option users will be created by supper admin (he will only create admins as defined above) and admins (he will create users under him under the defined limit ). for user creation only 4 fields are required (Name, mobile number, user name and password). There must be an option to create users in bulk by csv upload. Apart from this when ever admin send any message it will comes as fullscreen notification with sound like some task reminder apps with action button (post on facebook, retweet and send SMS ) of that particular message type. Admin can see who(users) posted the message sent by him on every message. I need this in 5 to 6 days and my budget is 10K to 15K INR for this.
