need modification on PHP websites with Codeigniter frame work

here the point need to be done
1. I need to make langunge change atleast english to indonesia,and I dont want to use google translate because the result is [login to view URL] share your ide about it. maybe you can make some panel for indonesia languange. so I can write my self for it that panel and when its change to indonesia..all web sites become indonesia [login to view URL] whehn it change to english become english languange
2. some modification in home page for form,and from single tour become package tour. also for mobile display.
