Postnuke Custome Module/Script

I'm an individual internet business owner, lately I wanted to add some new services to the town

I'm living in (used cars gallery)

The main idea is to set a script "written in php drived by MySQL database" which has 2 types of

users (Admin - User)

General Specs:

-user must be registered member before adding his/her Ad.

-the new ad will be approved first from the admin.

-only on postnuke 0.726

Admin Specs:

-Can edit/remove/add Ads.

-Approve the Ads and review it.

There are some other details like the user's fields which contains at least one obligated image

(can upload up to 4).

It should be Postnuke Module which is preferable but I don't mind stand alone script.
