PROOF OF CONCEPT for a UGC Video sharing responsive website with advanced privacy settings

This is (paid) Proof of Concept (PoC) project to help me select the appropriate partner for the full engagement which is likely to be a 3 to 4 month engagement, with a budget between $5,000 and $7,000 USD. To be clear, the budget for this initial PoC is around $500. Please refer to the attached: 1. PoC brief and respond with your quote/proposal to undertake the PoC. 2. The RFI - use this sheet to convey your relevant experience. Based on your responses, I will choose two candidates or companies to develop the POC and then based on the quality of your code and your approach to the POC, I will hire the best-fit technical partner to undertake the full project (to architect and build a responsive website focussed on user generated video content, with advanced privacy controls). The ideal technical candidate/company will have experience working with video content, video streaming, social API integration (namely Facebook to sync contacts) and hosting with AWS. Note that I will provide detailed specifications and wireframes, and I have a designer available already, but if you're a small, skilled company that can provide design, front end and strong technical skills then all the better. PHP is probably the best option, but happy to consider other languages. Please provide a fixed price quote to create the POC. I will choose a couple of providers for this POC stage based on proven relevant experience, the detail of your response and price. Remember that this is a POC, so aim to keep it light weight and cost effective - ideally under $500 USD. Should you be my preferred technical partner based on your POC work, the main project will have a budget of around $5,000 - $7,000 depending on the agreed scope. Note that I will have your POC code reviewed by an expert developer, so please only respond if you're confident you have the expertise to undertake this brief. This is the first of several projects to be developed this year.
