I'm currently working with developers to build a website to assist with managing a physician's office. I've put together a collection of screen shots and I have some rough ideas of how the site should look and function. The developers are asking me to send them a wireframe or UI of the site and then they can go from there. It's my understanding that there are tools to build such reference sites and actually make the site appear functional (with "dummy data"). So this is what I'm looking to accomplish.
The main page will consist of information about the patient (in what's called the "patient banner" or "patient ribbon". (Actually the "charts" toolbar or banner is above it which shows open charts)
Below that will be the "note banner" which displays information about the note to be built
Lastly, there's the problem list toolbar which does the following:
--Problem list toolbar (the new concept as discussed).
--Toggle button to show all vs show active
--Search field to add problems
--Macro icon to add multiple problems
--+ sign to add new problem
--Toggle to show all problems brief vs comprehensive
The latter has yet to be designed.
It would be nice to send them the entire page but this is a start.
I'm looking for design only now. But I would like to hire a developer here who has the ability to complete the entire project should my current developers be unable and/or unwilling to finish. It's been my experience on multiple sites that developers often overstate their abilities and cannot complete projects. As a result, I've wasted a lot of time and money on this project.

I should add that this project is essentially a CRM project but with the added feature of allowing medical providers to document clinical encounters. For those who are interested, I would really like to see some examples of CRM solutions you've developed previously.
In terms of tech, I would prefer Node w/ Vue/React/Angular
This is an ongoing project that will occur over several years. But I would like to have software that I can actually use relatively soon. Thus, I'm really looking for a long-term partner in this software as it grows. So it's really important for the software to be developed in a flexible manner so that it can easily be maintained/modified.
