(btw - you may see in my portfolio some car fresheners but simple type - like wunderbaun, so i know about scent dissipation, air flow direction, etc. i modified a gws air purifier to fit some other cartridges with better results). Now about this project: is necessary to clarify in the firs place what kind of dispenser your client require: natural ventilation (so could be placed anywhere in the car) semi-forced ventilation - like those mounted in the car's air vents, cartridge type like on citroen - but this is one of the most difficult system, or self powered. another subject is the class type (from the ordinary ones - like those bought in the gas stations) to the luxury one which should have a minimum degree of customization. Another very important question is about your scent - viscosity level, chemical reactions with the materials of the dashboard, and of course the compatibility with the passengers of the car.
