Program/App for Creating board games on PC

We want to create a program that is wizard based. The goal would be to allow a user an easy way to create a working PC Board Game when done. This software is basically a GAME CREATOR SOFTWARE similar to YOYO Game maker but easier and only for board games. Detailed instructions are attached in word document. The wizard would take a person through a creation process, the end result would be a exe file or flash file of the game they creator with the software. We have a budget of $800 to $1500 for this job and please give us a flow chart of how you would approach this project, estimated time frame, how long would you support the product for debugging etc. If you agree to do this project for us you must agree that we own source files and exclusive rights to the software.
