Android App that supports opening local MHTML files (.mht) including file assocation(repost)

I need an android app that opens .mht files. Opening .mhtml from Android file explorer should be done automatically (file association). Also, if a user receives an .html via his email client on the mobile or tablet it should be opened automatically by the app. These are hard requirements. The functionality should be the same as it the .mht files were opened with IE8 (.mht files are interactive with buttons that result in some action in the .mth). If anyone can build this please respond and I will send a sample .mht, so you can quote and bid.
