Small PSD to HTML project

Hello,
i have a very small and easy PSD to HTML project !
i need you to concert this:

into HTML.
A few requests:
-all the text should be in text and not images
-there will not always be 5 forums/avatars chat, so the lists should work with 1 item, 2 items, etc...
and there will not always be the same number of forums and chats so for example it will be able to show:
-1 forum
-2 chats
or:
-10 forums
-1 chat
As for the users - there will always be a minumim of 6 (it will show up "guest" for guests).
-The guestbook: the image of the books should be a link that will redirect to the guestbook page.
-it should be easy to copy paste your code into another HTML page and it should work in all browsers!!!
That's it - pretty simple, i need this today and for the budget of 30$
