Django -Python function to create recurring Credit documents.

I have two models, one for the destitute and the other for credit payments to be submitted to a bank for deposit into the destitute bank account .
Your task is to create a django function that loops through the Destitute table, creates recurring payments every month, and records them in the Credit table and then exports an ACH (text file to be uploaded in the banking system).
This function will be called as a celery asynchronous task every 30 days.
Logic to be incorporated in the Function ,if the destitute is above the age of 70 they get paid X AMOUNT, if below the age of 70 they get paid Y AMOUNT.
I have attached the developed model code. N.B Database is PostgreSQL. Take that into consideration.
