Get that wrong and a courier could end up seeing another e-shop's data, and once GDPR locking kicks in after pickup, that data needs to actually disappear from view, not just get hidden by a filter. I'd build that permission layer first, test it with fake accounts for each role, and only then build the dashboards on top of it. For the stack, I'd go React and Node with Postgres on a cheap VPS like Hetzner, no usage credits, flat monthly cost like you want.
