Python upgradeD version - TypeError

I upgraded to a newer version of Python, and a service that I am running in windows is throwing the following error. I have been using this service to schedule backups of a local DB from PostGres. Looking for someone that can help me debug/resolve this error quickly - and potentially any other errors that are thrown when this error is resolved.
