I'd build the environments first, mostly in Blender, and then import those into Houdini for the water simulation, because Houdini handles that kind of dynamic fluid simulation best. I'd create the different flood intensities you mentioned by adjusting the particle count and the simulation forces, so the water will build up and recede in a way that matches the intensity you need for each sequence. The environmental elements, like terrain and buildings, I can model those in Blender too, keeping the poly count reasonable so the scene remains manageable. The part where these jobs usually go wrong is when the water simulation doesn't integrate well with the modelled environment, looking like it's just sitting on top rather than interacting. I solve that by carefully setting up the collision objects in Houdini and running multiple bake tests to refine the simulation so the water splashes, eddies, and interacts realistically with the terrain and structures.
