We are the incumbent of a contract to provide flight safety education and promotion to the General Aviation community in the UK on behalf of the Civil Aviation Authority. The contract is being re-tendered and the ITT which we have received has to be returned by 11 February.
I am the Chief Executive of a small charitable Company (The General Aviation Safety Council (GASCo)) and am the proposal manager. We have ten years of experience in delivering this contract but the ITT is searching and looking for innovative ideas and solutions. It is not a particularly high value contract (between £50K - £100K) but it is a 'must win' for us. I am a Shipley trained proposal manager but am exceedingly busy and I need a writer/critical friend to assist me in writing the proposal which will be a question and response style of bid. I enclose a sample of an incomplete page of our draft proposal. I expect the total page content to be in the order of 40 pages.
I will arrange to have Storyboard and Red Team Reviews, the latter at Board level and require the proposal writer to discuss these with me daily and translate these into prose. The Key Principles laid down by the purchaser are that the bid must be: Adaptive, Data-driven and include Continuous Improvement and Innovation.
