Bash admin gui rewrite in perl or bash and modify functionality

I have a web based GUI of a network equipment management application. It runs on a Redhat Linux server as apache CGI. It is written in bash and basically it is all about issuing snmp queries in the end and presenting the results in the browser and as CSV files.
Currently the code is undocumented and very much spaghetti like. It also mixes html code with business logic.
The tasks are:
-rewrite the code preferably in perl or if no other option in bash (nothing else can be used. no php, python .net etc)
-make the queries asynchronous so as the browser would not have to wait for the snmp queries to run (separate a worker process and implement some basic job control mechanism). Some of the queries can be run by any user, some others need authentication.
I have 20+ different SNMP queries to be rewritten, although I would like to have a maintainable framework for:
-hooking up any number of queries by adding some config to the gui and/or the worker
-add equipment to manage in config file
This current work is about to test your idea on 1 query and create the framework parts where all others can be hooked upon and configure it to run that 1 query.
To award this work, I need to hear your plan to:
-which language to use perl or bash
-how would you extract html code from the current codebase (a templating solution would be preferable)
-how would you separate the worker from the gui
-other details on the application framework to be created
-references to something similar scripting or perl work
I can send code examples on request. I attach a ppt with a structural drawing of the current application.

-which language to use perl or bash Perl would definitely be the language of choice for this. Suitable SNMP libraries already exist for Perl and I have experience using them. -how would you extract html code fro Daha Fazla
