Electricity Usage Calculator -- 2

Hey! Here’s the issue that I currently have that I would like solved: right now, I currently have salespeople that need to collect a potential customer’s electricity usage graph from their bill such as the one I attached to this message. The issue is that in order for us to move onto the next step in the sales process, we have to accurately get the customer’s monthly usage using the graph below and aren’t able to do that because we have to guess what each month on the X axis is correlated with on the Y axis from looking at it in order to get their electricity usage. Needless to say, our current process is very inaccurate. Here’s my idea to solve this problem: we will create what I have named “The Usage Calculator”. When the user opens the program, a box will pop up that has slots for all of the Y axis numbers (in the picture below, for example, you would take the numbers in ascending order i.e. 0, 15, 30, 45, 60, 75, 90). After entering those in, a second question will pop up asking, “Average Daily or Average Monthly” (the only difference in function between the two is the average daily box, if clicked, would multiply every ensuing number by 30). From that point, the mouse icon on the screen would then turn into two lines (horizontal and vertical) that intersect where the user’s mouse is pointing. The user would then use the vertical line to line up exactly over the line that shows “Jan”, click and drag all the way to the black line that represents the X axis. From there, the same would be done to “Feb”, “Mar”, all the way to “Dec”. The way that this would get the exact number is by using the ratios of distance between the point on the horizontal line that corresponds to each individual month after being clicked and dragged to the bottom of the X axis (which I believe can be measured by the pixels on the screen), the amount of electricity usage that is represented by that line will be given. Extra features that I would like included are a username and password login that can be taken away once the employee leaves, and for a report of the numbers that have been generated to be created and sent to an email address that can be edited. I am not sure what type of programmer can make this, which is why if you know who I should speak to about this, I would greatly appreciate being pointed in the right direction.
