I am looking for a Pascal programmer to use Lazarus/Freepascal (similar to Delphi)
to produce a 32Bit Windows program to run NPAPI plugin(s) in a window.
Lazarus appears to be the most feasible tool to complete this and I will be needing the full source code when it is done,
it may be possible to use another tool for this commission but the practicality is debatable.
There is a Lazarus module available for loading NPAPI DLL(Mozilla Plugin Panel) and I have tested these so I can confirm this code works but may need tweaking/modification to fix some bugs.
I plan to use this program with modified React OS/WINE but I will be TESTING this on Windows 2000/2003/XP(Virtual machine on clean install) as WINE and React OS are designed to run ALL programs designed for these and any issues are unintended/due for fix in future.

Flash being the best documented and most used plugin will make testing easier.
It is worth noting that for flash “ActiveX interface (for non browser use)” and “Flash Projector” for flash function differently to flash embedded in browser.
The program I am commissioning must emulate the latter as I need to retain some functionality.
For example: Certain commands/data must be fed to the plug-in before it is run, I can provide some examples.
Desired characteristics for program:
Settings stored in 2 separate INI files Program Settings [url removed, login to view] and settings for the current files(s) [url removed, login to view]
On start-up load into the plugin whatever is specified in [url removed, login to view] unless it references a featured disabled or given parameters in [url removed, login to view]
Log URLs the plug-in attempts to open or load to be disregarded or run at users digression.

If it can feasibly be implemented.
