Reconfigure PDF from Explorer to Edge/Chrome

I have a series of PDFs that can only be opened with Internet Explorer. The forms are very old and are not compatible with Edge or Chrome. To open the PDF I need to cut and paste the link into Explorer. I have attached error message, the document settings and one of the original PDFs. These PDFs are used on our organisation's intranet site to be used for staff for [login to view URL] PDFs have calculators embedded in the forms.
