I'm looking for someone that deals with Telecom SMS gateway and smpp a pre-built web framework that can send bulk SMS from contacts in database and a pre-built database rapid SMS is built with python and Django and is meant to work on a Linux server (but do not have to use this if other smpp available) but I want to use it for a Windows server it can be compiled to do so. I'm looking for a programmer that can implement this with the appropriate libraries to send out Mass SMS I have about 9 million records and can do the quickly and efficiently the budget for this project is $200 since bare minimum programming is required
