Edit-sync is the tricky part here since you need message ID mapping between the source and target channels, but Telethon handles that cleanly with event listeners on both new messages and edits. I'd build this in Python with Telethon (not the Bot API, since you need proper forwarding with media intact), store the message mappings in a simple SQLite database so edits trigger updates to the right post in your target channel, and let you configure source/target IDs plus your text prefix in a basic config file.
