utahbuild.com clone ~ repost ( Private Project for ispg)

I'm looking for a clone of [login to view URL], but for all 50 states. It is a service directory for builders and construction related companies. They pay to advertise on the site and to be listed. To do all 50 states, it shouldn't be much more difficult as the backend will basically be the same. I envision that we'll use subdomains for each state. Example: [login to view URL], state.clonedsite.com. [login to view URL] is heavy on the advertising as you'll see. Let's figure out some way to make sure that its easy to upload an ad and be able to track it with statistics, collect payment, etc. The payment system must be integrated with Paypal and my credit card gateway. Included in this is the project builder portion that is on the [login to view URL] website. This is extrememly important to me. Take a look at it and review it so you know what I want. I'm open to ASP or PHP. To me, the programming language doesn't matter too much. I don't care which route we go really as long as it is fast, functionable, and scalable. Above all, it needs to be as automated as possible. I don't want to spend a bunch of time babysitting it. My budget is small. If you can work within my range, that would be great. If you can't, please do not post a bid. I don't really like the front page of utahbuild.com. It's too busy for me, although it is functional. I'm looking for something clean, fresh, in style, and easy to use. A logo will also need to be built. Please provide a mock-up of the front page. Best bid + mock-up demo wins the project. I also require post-production support included with the development. I'm not talking about making changes or anything. At least 1 month of support will need to be included.
