Small video encoding to reduce filesize

I have a 14 second video which is in a specific and custom size / aspect ratio but which is 5MB - I am looking for someone who can encode this video one more time from my mp4 and reduce the filesize to 3MB or less without any significant loss of quality. Also note that the aspect ratio and current size needs to be exactly preserved without any additional black borders or margins.

Since I reckon this is a very quick / small project I set this to an hourly budget. Only apply if you can do this in less then 1 hour.
