136808 VB + PHP/Flat File Dbase Tool

The idea is to have a software for website owners that they would install, this will need to include an online script/dbase, which they make their announcements to. These announcements can be sent to subscribers who have a desktop software running in their intrays that checks for updates via the online ... And admin should be able to see who is subscribed at any time. When the user first downloads his intray installer and installs it, during the install it asks his first/last name and email address.
