I need you to design and build a voting system that admin can log into and upload photos for a photo contest or upload an entry and then visitors can vote. but have to make payment before they can vote. for instance, the system should use flutterwave or Paystack and then the user maybe has to pay maybe $5 for one vote or $20 per vote. The amount shouldn't be the issue. but I want the system in a way that the payment must be made before user can vote on the entry. By amount they pay... admin can determine number of votes.

i have a 4 years exp. in PHP CI provide you admin panel you can login and upload image. visitor can vote and add payment method. but much time visitor vote if one not issue but multiple time with one time payment you need to user login panel with dashboard. but them amount is to low you can increase amount i will work on this.
