Classified site wanted urgent

I would like to create a site like [login to view URL] and also must have banner rotation for adverts and things every time someone hits the page they get the same advert or a differant advert. I want to list exsiting business and people search for what they want. I can stop paid adds at anytime and also put them on hold. Must be stylish and classy and easy to use. Must also be able to cope with upto 500,000+ hits aday and also maybe looking for search engine submissions. There will also be a area where people can sign up to add there businss to the directory and it will give them a 0845 or 0871 number when they signup and list that in there listing instead of there 01 or 02 number. Paid advertisers there sites comes up before the free listings it will be set up into sub sections. Hotels, car hire, airplanes, accountants, shop etc. Need anymore information please message me my budget is Between £150 and £200 and i will want to see some of your past work before i acept any offer.
