504634 Website Design for 6-8 page website with CMS

We need website for a scientific lab at a university. We want to use a content management system (CMS). BUT, here's the bad news.... the the university will not allow CMS systems (Joomla, wordpress, drupal) on their server because they think it is a security risk in a shared hosting environment. Still, having a user-friendly CMS is VERY important to us. So we were hoping it would be possible to have a CMS on a local computer (we use Macs), then just make changes to the content, and upload the changes to the server. I'm not sure if that's possible though,.... If it's not possible, then we have to go with a static site. Anyway, in terms of site design, I'd like the site to be some sort of combination between these two: [login to view URL] (like the colors and it's simple) [login to view URL] (really like the clean layout, and very dynamic) I don't know how much this project would be in terms of hours, but please bid based of what you feel is appropriate.
