Design Website/App and advise on technical aspects of the project

We are tuition center loooking to build a website/app that have the following functions
1. Students can access video lessons.
2. Students can do tests (Only 2 question format needed) MCQ and Fill in the blank/box
3. Parents get reports on tests/ learning progress by Phone or Whatsapp
4. Admin access for adding questions and making changes to the test functionality.
5. Teachers able to design their own classes using the content functionality.
Simple design/user-friendly for kids is the biggest factor and easy/user friendly for admin and teachers to use.
We need to first understand what all is involved in getting this from scratch to launch and technical issues we may face during this phase and also how it can be managed and maintained after launch.
Do answer the following questions than putting in a general proposal
1. Have you read the attached file?
2. Why we should not use wordpress and what is the need of laravel in getting this up or what other can it be built on?
3. How long it will take to design?
4. Time frame to build the site after design?
5. How will it be tested before launching?
6. We have 10,000 questions in the first phase before it gets tested and this task should be managed by the website build team
7. How will the communication during this project will be handled is it on Trello or any other tool?
8. All content writing and images/design must be done by the website team.
Only respond with a rough estimate on
1. Cost including design/build/manage project and upload questions from scratch to final product with a tool that have 10,000 questions for students to practice.
2. Technology needed from beginning to end and what are the costs involved.
3 Time frame to get this done including build of portal/ upload content/ test and all other work
