2 .PSD files need to be changed to 2 complex AND easily editable .html/CSS files

We are a retail company selling items including gag gifts and novelties. We have 2, fairly complex .psd files made up, and we need them to be made into EASILY EDITABLE .html files with a well put together CSS style sheet. The 2 files mentioned are fully done with PhotoshopCS2. These 2 .psd files are of our new homepage, and one subpage. The subpage, after changed into .html/CSS, will be used to make about 50 other pages, so the the product pictures (about 5 different ones on each page) need to be easily editable, the text obviousily editable the height of the page needs to be changed automatically (when, for example, you add more pictures to the page, and add more or less text to a certain page). Each of the 2 .psd files also have form boxes (such as a search box, e-mail newsletter box, and "send this page to a friend" boxes that a customer will have to be able to type in some info and hit the "submit" or "go" button. Each html page, as said before, will have to be easily editable in dreamweaver. A CSS style sheet is also required for this project (again, not a shabby one, but a fairly complex one). We are also having a script made up for a cart, which will be on both of the .psd files. This will be on the left side, and everything below will have to move down accordingly (more items in the cart, this section will have to be longer). I do know about ImageReady and slicing, so don't bid on this auction thinking a quick job will suffice; we just don't have the time or man power to do this.
