Generally, a connection refused error is a sign that the web server is either not running, or there's something preventing the web server from serving the request. I'd recommend attempting to restart the web server. If this fails, checking the error logs would be the next step to see if anything is being logged that'd be more helpful in diagnosing and troubleshooting the error.
If you're using Apache, we'd want to run:
service apache2 restart
tail -25 /var/log/apache2/[url removed, login to view]
If you're using NGINX, we'd want to run:
service nginx restart
tail -25 /var/log/nginx/[url removed, login to view]
