Webpage Re-design with css

I need a website re-designed for 2 or 3 column css coding. I will also need an admin panel so I can make necessary changes and updates, or complete "how to" instructions help files.

I'm not really familiar with css other than hearing that it's better than html because of the <tables> vs <div> tags.

It should also be designed with seach engine traffic in mind and cross browser compliant.

I want the site to look similar to the existing style unless you can show me a better look. I'll give you the URL via PM.

Please only bid on this if you are extremely qualified with css.
