Windows Remote Desktop Lockdown

Job Description:
I am trying to lockdown a WIndows 2019 Terminal Server. I only want to show a couple of Icons in the desktop and nothing else.
The domain controllers are Windows 2008 R2 and the Remote Desktop Server is 2019.
I already have a Windows 2008 R2 server locked down. For some reason the same policies are not working on the new server.
