Windows base server that hosts 18 monitored clients

Job Description:
Set up a windows based server or local application that will host 18 monitored and restricted clients with a user database similar to an internet cafe or classroom environment.
Around 1000 users database that will be used in any of the 18 clients in the network to connect and run 3-5 applications locally or remotely.
Each user can log in and use apps on the server or on the local client for 2 hours every week. Any unused time left on the account will reset back to 2 hours every Sunday morning.
Clients and servers need to be protected from unauthorized changes and OS vandalism.
