WooCommerce Customer Cash On Delivery Order History Plugin

I'm looking for a skilled WordPress developer to create a WooCommerce plugin focused on managing customer order history. This plugin will need to be feature-rich yet user-friendly, and it should be published as a free plugin on the [login to view URL] repository.
