Create plugin to add approved users from Participants Database to a Mailster mailinglist

I have two Wordpress plugins:
1. Participants Database [login to view URL]
2. Mailster [login to view URL]
I am looking for the solution to this issue: [login to view URL]
Basically, the need is to have approved entries from Participants Database programmatically added to a specific Mailster mailinglist.
The functionality should be: as soon as an admin approves a Participants Database entry, that user's email address is subscribed to specific Mailster mailinglist.
The deliverable should be a plugin, *not* code to add to [login to view URL] so the code is run before the Wordpress theme is parsed.
