I would like to hire a WordPress Developer

Hi I would like to get a custom theme for wordpress on my own idea, I really liked your portfolios. The idea is- I have a site [login to view URL] which will be about articles or usefull stuffs for students. any people can join and can write articles/posts and they will earn money based on the views on the articles which they had written. They can write articles/post but they cant earn money until and unless i approve or verify the user. and this will b about online courses/articles/posts which contains useful information like education. My idea is like youtube.com. The youtube pay money for the monetized user for the video wich they has uploaded based on views, but my site pay the user for the article/post wich they had posted. that mean youtube deals with videos and my site deals with usefull important stuff. Actually my plan is similar to [login to view URL] quora wont pay for their user if they post or write something on quora but my site vl pay user if they write article/posts/courses based on the views likes example cpv(cost per view) 200views/1$. With my site students get much information from my site with respective field like engineers/medical/economics. So create a theme based on this idea. My budget for this theme is $60.
