I have opened an account on this site to help very small companies to have access to freelance developpers. I only sometimes make the link between the very small companies and the developpers. My objective is only to help them describing their needs and check the quality of the developped softwares or websites. My business consist to define the needs of the small businesses and to post a document explaining those needs. I also will choose the developper(s) and test the software. The first time that I work with a freelancer, I will never pay before having checked the quality of the developped software.
