The item is decribing how anyone as a business owner must have an empire and know very well how to run it to the end. Basically, it's telling us that you should plan first and when your planning has come to fruition, then build straight-away as big as you want or as small as you want, and after that you have to maintain the business, meaning you just got to keep it grow and progressing to greater hieghts if you like. Then when all work has been done over time, there comes a time when one needs to rests after a marathon of work and business and that time is called retirement. You can now retire in peace and that goes well with everything you have earned for years of work and service.
