Microcontroller programmer

I'm looking for someone to write me a program for a microcontroller. I believe the ATtiny25 will work, but am also looking for a recommendation. My ultimate goal is VERY inexpensive. I can easily do the following with some 555's and a quad nand, but am trying to reduce the number of components on my BOM.
Basically I'm making a timed night light that's also dimmable. Control voltage is 5V. The rooms these will be in are light most of the day and dark for only a few hours.
1. When input from phototransistor goes low, a timer will start
2. The timer will be on for 15-20 minutes adjusted with a potentiometer (only from 15-20)
3. Light output will be adjusted from 0-100% with a potentiometer during the timed cycle.
4. If the phototransistor goes high during that time, the LED will turn off and wait for low signal
I would like a schematic of the circuit and Atmel Studio files (or equivalent) so I can connect this into my circuit and do the programming myself.
I'm looking for someone to write the code and provide me with a tested design. My goal is to have everything in a week.
