Flash Player Website

I am looking for a web designer who can do the following project:

-Website that will stream videos, the look I am looking for is something like msnbc tv flash style menu and player, so please go to msnbc tv and click on any video and take a look at the playlist and player.

-The website must have a registration requirement to view some of its content so a registration script is required.

-An easy way to post and manage new video as an administrator so they will be added automatically to the play list.

-The website will stream long videos so options like skip or play from the middle or any points on the player are required.

-Advertisement options on the player are required, something like Example 1 at Adotube dot com

The maximum budget for this project is $ 400 so please don’t bid higher and don’t bid if you can’t delver everything I asked for.
